Mr. Biran and Ms. Kelly are both former Assistant U.S. Attorneys.  They formed Biran Kelly LLC in February 2013, and have developed a well-respected civil and white collar criminal practice.  Ms. Schurick clerked for the Honorable Michele D. Jaklitsch of the Circuit Court for Anne Arundel County and is experienced in criminal and complex civil litigation matters.

Formerly the Appellate Chief of the United States Attorney’s Office for the District of Maryland, Mr. Biran is a leading authority on federal criminal practice in the Baltimore-Washington metropolitan area.  He also represents both plaintiffs and defendants in complex commercial disputes and other civil cases.

A seasoned trial attorney, Ms. Kelly has obtained acquittals for multiple clients in criminal cases in Maryland and the District of Columbia. Ms. Kelly represents corporations and individuals in criminal, administrative and civil matters in federal and state courts.  Both Ms. Kelly and Mr. Biran have been recognized as Super Lawyers in Maryland each year for the past four years.

“We are more than delighted that Jonathan, Ty and Alison will be joining the firm,” said Alan M. Rifkin, RWL’s Managing Partner.  “By every measure, they are extraordinary litigators and first class attorneys.  Our litigation practice has been growing exponentially and Jonathan and Ty are a perfect fit for our firm and clients.”

According to Arnold M. Weiner, who co-chairs the RWL Litigation Group, “We have long admired Jonathan and Ty for their outstanding legal abilities.  They are extremely talented lawyers who are highly skilled in dealing with complex civil and criminal matters.”

“We are very excited about the combination of our two firms,” said Mr. Biran.  “We have always viewed RWL as one of the pinnacles of legal practice in Maryland and are honored to be joining the outstanding lawyers and other professionals and staff at the firm.  We look forward to assisting the firm’s clients, while continuing to serve our existing clients and expanding our practices into new areas.”

According to Ms. Kelly, “We’ve been looking for the perfect partnership for us and believe we have found it at RWL. The RWL lawyers are first-rate, creative and have developed a strong civil and criminal litigation and commercial practice to which we hope to add even further value.  We’re very excited by the prospect of working together.”

Founded in 1989 by Mr. Rifkin, counsel to former Governor William Donald Schaefer, and the Honorable Edgar P. Silver, former Baltimore City Circuit Court Judge, RWL has become one of Maryland’s preeminent law firms.  In 2013, Mr. Rifkin and Mr. Weiner joined forces to establish RWL.

Mr. Rifkin is a well-respected lawyer whose practice focuses on civil litigation, complex commercial transactions and sports franchise law.  Mr. Weiner has been widely recognized as one of the most experienced and highly sought after attorneys in Maryland for many years.  Mr. Rifkin, Mr. Weiner and many of the RWL attorneys have been named annually to the Super Lawyers and other lists as top lawyers in Maryland and have been profiled in LexisNexis Martindale-Hubbell’s Top Rated Lawyers in the Baltimore/Washington region and elsewhere.
