Overview
Michael V. Johansen is an attorney and lobbyist with more than three decades of experience practicing before the Maryland General Assembly, state and local agencies, and government units. Mike is the Administrative Partner at RWL and chair of the firm’s Administrative Law and Regulatory Compliance practice.
As a registered lobbyist, Mike has represented clients in the following areas:
- Healthcare: Healthcare financing, Medicaid, managed care, Rx drugs, opioid funds, substance abuse treatment, behavioral health, mandated benefits, health reform, health certificate of need (CON), electronic medical records, correctional medicine, long term care, hospitals, PBMs, health insurance, provider reimbursement, scope of practice, dental benefits, employee benefits.
- Gaming and Horse Racing: Casino gaming, iGaming, sports wagering, lottery and iLottery, horse racing, the Preakness, Maryland Jockey Club, Pimlico, Fair Hill Training Center.

Prior to joining the firm, Mike was legislative staff to the Maryland General Assembly, the Senate Budget & Taxation Committee, and the Department of Fiscal Services.
